Norbert Chang

Pre-Construction Manager

Norbert is a Pre-Construction Manager based out of Scale's Santa Monica office, where he works closely with the Business Development and Project Execution teams to deliver California projects from initial client engagement to execution. Prior to joining Scale, Norbert was a Pre-Construction Manager at Rivian Automotive where he coordinated with various stakeholders to specify project scope, provide milestone estimates and identify potential cost savings on several research lab facilities. Previously he led the estimating team at Turner's Special Project Division in securing multiple projects through competitive proposals and close relationships with trade partners. He now focuses on microgrids and DERS after observing energy constraints as a consistent issue during past projects. Norbert earned his M.S. in Civil Engineering with a focus in Energy Science from Stanford University and a B.Arch from the New Jersey Institute of Technology.
